## Which methods are used and what do they cost in privacy?

Age verification is the process by which a website confirms that a visitor meets a minimum age, usually 18 for adult content. Methods range from a self-declared gate to ID upload and device signals. Part 5 of the Online Safety Act 2023 has required highly effective age assurance from adult services since 17 January 2025. No method is both frictionless and private. The table

sets out the trade-off each approach makes, from the weakest to the most intrusive.

## Which UK rules require it?

Part 5 of the Online Safety Act 2023 (sections 81 and 82) obliges services that publish pornographic content to ensure children are not normally able to encounter it. Ofcom published its guidance on 16 January 2025 and the duty applied from 17 January 2025; the standard it sets is highly effective age assurance , which means a self-declared tick box does not qualify. The

regulator has already enforced it. On 20 November 2025 Ofcom fined Itai Tech Ltd, operator of the undress service Undress.cc, a total of £55,000 — £50,000 for failing to implement highly effective age assurance and £5,000 for not responding to a statutory information request (case CW/01297/05/25). That case is the reason every tool in our catalogue is assessed on what it

actually asks a visitor before showing output.

## What are the privacy trade-offs?

ID upload gives the strongest assurance and the largest risk: a database of identity documents linked to adult-site visits. Ofcom expects data collected for a check not to be kept longer than needed, but enforcement depends on the vendor. Third-party checks reduce what the site sees while moving the record to another company. Device-level and app-store signals, which newer

laws favor, pass only an age flag and keep documents with the operating-system vendor. Children’s data is separately protected by the UK GDPR and the ICO’s Age Appropriate Design Code.
